Why can’t I place elements on top of videos?

The method used to display videos is through the ActiveX component. This component does not allow advanced layering – it will always be placed as a borderless window on top of any other content.

This is the same for Active Doc and Flash objects, and the result is the same for Standard and HTML/Flash projects.
